Active Desktop is a feature that was on Windows 95 to Windows Server 2003, which allows a user to have a Webpage as their wallpaper.

It started on Windows 95 and Windows NT 4.0. After Internet Explorer 4.0 's optional Windows Desktop Update is installed, it added some more features to the desktop, one of these being Active Desktop. Active Desktop allowed the user to have a webpage as their wallpaper. It was criticized by some for taking a lot of system resources and causing the system to be less stable. The last Windows system to have Active Desktop was Windows Server 2003.
